This ability has been there for a long time (as far as positive buffers are concerned) and you can pretty much apply any of the geometry functions listed here: http://docs.geoserver.org/stable/en/user/filter/function_reference.html Functions are also pluggable, so one can add whatever one is missing by some java programming (hopefully soon that statement will also cover scripting languages).
