Nope, layer groups in Geoserver are not a way to organize the layer
tree in the caps document, they are opaque alises to a set of layers.
If you want to organize the layer tree check the "wms path" property
in the layer configuration and set each layer to a specific position
in the layer tree.

As far as I know the layer group ceases to exist if any layer in the group
gets hidden (though imho we should relax that a bit and make it
disappear if all layers are hidden), so within a certain workspace
virtual service you should see only the groups whose layers are fully
in the workspace
