No, GeoServer creates 3x3 meta tiles only if the request has
tiled=true and the size
of the image is 256x256. The sliced meta tile is kept in memory for a
short time and
then thrown away (since the mechanism does not require any specific
grid alignment,
any client can end up doing different requests).
