You did restart the service running GeoServer right?

I have a vague memory there might be something else to do, like running the
wrapper.exe program making
it unistall and reinstall the service with the new configuration (I might
be off the mark here, don't normally use
Windows):

C:\Programmi\GeoServer 2.1.4>wrapper -r wrapper\wrapper.conf
GeoServer 2.1.4 removed.

C:\Programmi\GeoServer 2.1.4>wrapper -i wrapper\wrapper.conf
GeoServer 2.1.4 installed.
