I know this is an old thread, but I just wanted to add some recent wisdom. If
you set the correct min / max ratio on the overview map you can still use
the cached service for it.

The overview control has minRatio and maxRatio to specify the ratio of the
main map area to the overview map area. If these are both the same number,
and that number is a square (terminology?) of 2 (because the GWC resolution
doubles every time), the overview map can use the higher resolutions
intended for your main map. I use 16 (2, 4, 16)

The only issue here is if you zoom the main map right out the overview map
shows the same area just in a smaller space. But then you don't need the
overview map anyway as you can see everything.
