By slowly adding bits from my application to the gwc demo, I have cracked what exactly is causing the problem. It is putting a maxExtent on the
layer.

Maxextent for the map is
 new OpenLayers.Bounds(-2.003750834E7,-2.003750834E7,2.003750834E7,2.003750834E7)
but a maxExtent for the layer is:
msex = new OpenLayers.Bounds(-20037508.34, -8399738, 20037508.34, 20037508.34);

Ie I am restricting the layer data display to be that north of 60S. When I do that, I get the cache images displaced from the where they be for each alternate zoom level (correct for one, offset for the next).
