The correct way to do it is to give distance with units.

However, it does not work with Geoserver

WFS 1.1.0 is using GML3 by default and using gml:pos it preferred instead of
gml:coordinates. However, coordinates are not strictly forbidden so I suppose
your filter is valid. However, mixing GML2 and GML3 may lead to odd behaviour
at least when the coordinate system is one of those northing-easting or
latitude-longitude systems.
