Even we use currently only mainly output via references I would also expect to 
receive binary data in XML in this case. It's nice if you can trust standards 
;-)

The current way to do that is to fork the projects on github, apply your 
patches on a branch, make a pull request,
GitHub provides the tools to make a review and comment on your changes
