Pena,

the startup error message is very clear:

/usr/share/tomcat5/webapps/geoserver/data/security/config.xml (No such file
or directory) 

Could it be that you're starting your geoserver with your own data directory
from a 2.1.x version?
Because this file wouldn't be in there.
