Generally it means that GeoServer can't create the legend as a result of
GetLegend. It could be because of a number of reasons (i..e, it can't find
a file its reliant on for instance, or the SVG is invalid) - the
console/error log will likely tell you. If not, up the error logging level
to debugging and try again to get more detail in your error.
