New version, same problem:

I am having trouble starting GeoServer 2.2.5 on Win Vista 64 bit. When I hit
"Start GeoServer", the window says "Waiting to start..." a few times, but I
am unable to access the admin page. During installation, GeoServer is able
to find the JRE folder at C:\Program Files (x86)\Java\jre7 and reports ”This
path contains a valid JRE”.

When I open C:\Program Files (x86)\GIS\GeoServer\logs\wrapper.log, it says:
