  We're using GeoServer with Oracle (we're a joint Oracle and MS house),
but are interested in moving toward PostGIS as a long-term goal. It
wouldn't really save any money for us as the authority will still be
spending through the nose for Oracle for other services.
One other advantage to PostGIS is that it is supported by much more Open
Source software than the proprietary solutions - QGIS has only just
acquired Oracle support for instance, there are better tools for loading
OpenStreetMap to it etc.
