That one is a new class in 2.3.3, and it's in main (main-<version>.jar),
 so it's strange you don't have it.
How was the upgrade performed?
It's often best to clean up the old install before, delete the old war (if
it was a war deploy) and the tomcat
work area (apache-tomcat-<version>/work)

When you made the upgrade, did you also download again the extensions
you're using to match the new version?
