The config file may be rewritten when GeoServer is started the first time
and your
GEOSERVER_DATA_DIR/security directory is from a previous major version.
Migration code is triggered if you switch from
2.1.x to 2.2.x
2.2.x to 2.3.x
2.3.x to 2.4.x
