this exception is really weird. Seems something is wrong with the commons-io
library.
Do you have an old commons-io (maybe a 1.x version) anywhere in your
installation (geoserver itself or the main container)?

So what I did was for JNC I added a properties file and prj file from another
GEOSERVER that I created. The GNC did not have these files. The JNC worked with
created the layers via REST, but they aren't being displayed and the log is
showing it was an error. The GNC is showing the same errors as before.
