Hi Endre,
I've just tried the same layout (taken from the documentation I see). It
works for me.
I have a file called foo.xml that contains only:
<layout>
> <decoration type="scaleline" affinity="bottom,left" offset="36,6"/>
> <decoration type="legend" affinity="top,left" offset="6,6"
> size="auto"/>
> </layout>
Both are correctly shown.
Are you sure there is a legend for the items that your map is showing?
They're not rasters or layergroups?
