Thank you for the reply. First of all i think network isn't an issue here, I've tested my network supports multicast. Vertical clustering works well and changes are submitted to instances running on same machine bit changes on other machines aren't broadcasted. It has something to do with the geoserver clustering i believe rather than general network.
