Yes, GeoServer forms the middle tier of a three-tier web application:

The three tiers:

(1) One or more spatial databases that contain vector or raster data

(2) GeoServer connects to the database(s) using JDBC and delivers OGC 
web services

(3) The presentation layer is a web browser (e.g. OpenLayers) or GIS 
rich client (e.g. QGIS) that consumes OGC web services

Other architectures including service cascading are also supported.
