I installed the control-flow plugin on GeoServer 2.5.1, and created controlflow.properties below: ows.global=5 and timeout=60. Since I suppose the log did not indicate appropriate information, I’ve had double check in the source. Following content was returned after a request was accomplished: 'Running requests: 8, processing through flow controllers: 6'. Considering it was set as 5 for the concurrent request in config file, could you please confirm why the source implied it as 8? Does it mean the amount of running requests exceeded the setting?
