I have made a 'composite' from two LineSymbolizers - and both are placed at the 
same geometry, one line simply covers the second, while they should be parallel.

The docs imply it should be there.  In what way does it not work, does the SLD 
validate?  Any errors during rendering?

I would like to ask: from which version of GeoServer 'PerpendicularOffset' in 
SLD is (or it will be) supported? I work on GeoServer 2.5, and when I needed to 
use PerpendicularOffset, unfortunately it did not work. I think I need an 
upgrade.
