Hi,
the problem appears to be local to your computer, I've just succesfully
loaded layers using QGis from a local 2.8.3 installation, and also from
this 2.9.x demo server:
http://demo.geo-solutions.it/geoserver/
Wondering, by any chance, did you setup layer level security and restricted
it to the admin user? That would explain why you can get the layers in
the preview, but your capabilities documents (with no authentication) are
otherwise empty
