GeoServer is stateless and does not have the concept of selected.
A web client can use FeatureId filter is isolate some content to draw as
selected.
a) Normally you would draw that as a seperate layer to show selected
content.
b) Have a look at parameratized sld

to
have a single SLD to draw both content and the selected content at the same
time (you would need to pass in the FeatureId as a variable)
c) If you are working with a web library such as OpenLayers they have a
some of this stuff automated, especially when working with WFS rather than
WMS.
