Afair, sld:ColorMapEntry items should be ordered by quantities, your are not, I am surprise Geoserver does not complain about it. That said, geoerver should not have problems with geotiff with values between 0 and 1. I would suggest you first check the stats on a dataset and then you map them to your colors.
