How did you check this? I think that since the shapefile format doesn't
support timestamp natively there was an improvement to add them long time
ago.

So you are probably seeing its binary representation.
And the other problem is that whenever I tried to update this attribute

I am using geoserver v2.9.1 with openjdk 1.8.0_102, geotools v15.1 and
