I have no familiarity with mapserver template output, but from a cursory glance 
at the documentation
I believe you could do similar things by using GeoServer XSLT based output 
format generator:
http://docs.geoserver.org/stable/en/user/extensions/xslt/index.html

To get something more similar to mapserver one you'd probably have to build a 
new module using freemarker
to do the same job. If you find the the XSLT module unsuitable you can still 
propose and develop a new community module
based on freemarker to run templated outputs, we welcome new contributors.
