Peter, later releases have bug fixes (including fixes for vulnerabilities) and new features. Vulnerabilities are often announced in release blogs, but not fixed for unsupported releases. The 2.10.x and 2.11.x series are supported.
Is there any reason why you cannot start from the latest 2.11.0? Staying closer to the development branch will mean less work for you. Please see the GeoTools user guide for build instructions.
