Try the format as this:
image/svg+xml

Subject: [Geoserver-users] GetLegendGraphic as SVG
In the GeoServer docs is says that for GetLegendGraphic the available formats
match those of the format property in GetMap. However when I set
format=image/svg I get a service exception saying that the format is
unsupported.
Is this a bug or is the documentation not correct? Thanks.
