Hello,
You should double-check that you're clicking the 'save' button on each
step in geoserver - the interface can be a little confusing, but if you
fail to save at the appropriate times it can fail to persist your
changes. I recently used the keycloak plugin to secure a 2.15 version of
geoserver, so I can attest that it does indeed work.
