I had a chance to test the bin download, no blockers to report. 1) LICENSE.txt and GPL.txt included
2) Some oddness when running: $ bin/startup.sh GEOSERVER_HOME environment variable not found, using current directory. If not set then running this script from other directories will not work in the future.
