Hi Vera, you don't specify the exact environment you're running in... is it a stand-alone GeoWebCache? If that's the case, I have an idea. GWC, when run stand-alone, defaults its tile cache directory inside the java temp folder... that one, depending on the web container used, can be the OS temp directory, or a temp directory of the container itself (e.g. Tomcat has typically a private temp directory)
If it's the OS one, well, it's being wiped out by the operating system at every reboot. This is normally fixed by setting the GEOWEBCACHE_CACHE_DIR.
