A while back, there was a project to add JSON format to getlegendgraphic but I 
don't think it went anywhere. If this was revived, then you could look at using 
client-side templating for the legend. We have some interest in this area - 
looking a dynamic legends (especially for geology) where legend content 
depended on content of map. However, we need this to work with ArcGIS server 
too, so probably implementing that one layer further up.

Hi GeoServer community

I was wondering whether anyone knew of any legend templating features in 
GeoServer, either in the core libraries or community plugins. I'm wondering if 
there was much like GetFeatureInfo templating, where you could design how you 
want your legends to look (margins, fonts, layout) in the server config. Or if 
one was wanting to write a plugin themselves, how they might get started.
