Hi, support for "endAttribute" on vector data was added back in 2012 (GEOS-4957), as far as I can see, the only code changes dealt with correctly setting up selection filters, to use when a time value was provided. But no change was made to update the representation in the capabilities document, so that it would consider endAttribute.
I don't see a ticket in JIra, I suggest adding one, and then if you can, follow up with a PR (a colleague of yours periodically contributes PRs, you might want to contact him, cc'ed).
