That is indeed correct, there are also some configuration options available to change how much resources each request can consume, or how many threads image processing can use etc, ... see https://docs.geoserver.org/latest/en/user/production/index.html#production for details.
I also recommend an extension called control flow ( https://docs.geoserver.org/latest/en/user/extensions/controlflow/index.html) when running in a production environment as it allows you to limit how much resources individual users can consume.
