Is that everything that needs to be done? As far as I know there is much more
complexity than just adding a new node. A scalable soution should hide all the
complexity.

This is in part why there's a geoserver docker image.
You can create identical geoserver instance and add them or remove them
on-the-fly from a cluster.

GeoServer is just an application; so you can choose any cloud hosting option
and install and run the application yourself. Of course if you wish an
organization to do this for you there are some options (including my employer)
on the GeoServer commercial support page: https://geoserver.org/support/
