You need a layer having styles the completely block its visibility at
certain scales (easy setup, one style, one rule, set a max scale
denominator in it).
The styles in OS ZoomStack
<https://github.com/OrdnanceSurvey/OS-Open-Zoomstack-Stylesheets> have this
property, and the caps document reports the visibility accordingly:

https://gs-main.geosolutionsgroup.com/geoserver/oszoom/ows?service=WMS&version=1.3.0&request=GetCapabilities

E.g.:

https://github.com/OrdnanceSurvey/OS-Open-Zoomstack-Stylesheets/blob/master/GeoPackage/Styled%20Layer%20Descriptors%20(SLD)/Outdoor%20style/contours%20-%20Outdoor.sld#L19

results in:

<MinScaleDenominator>1.0</MinScaleDenominator>
<MaxScaleDenominator>320000.0</MaxScaleDenominator>
