You need a layer having styles the completely block its visibility at certain scales (easy setup, one style, one rule, set a max scale denominator in it). The styles in OS ZoomStack <https://github.com/OrdnanceSurvey/OS-Open-Zoomstack-Stylesheets> have this property, and the caps document reports the visibility accordingly:
