It has indeed been dropped (all database raster plugins are) due to lack of a maintainer (nobody volunteered, nor anyone provided funding for another developer to become acquainted, and step up to be the new maintainer). This could change with the necessary resources, e.g., the code is not gone forever, it can be recovered from the version control history, cleaned up and put back in working order.
