I believe you're talking about this GeoServer installation right?

I see the layer you mention and indeed get the same error message.
The home page says "This GeoServer belongs to British Antarctic Survey".
Unfortunately they did not share a contact point for who's managing the
server, but I guess this page might provide more information:
https://polarview.org/
