The screenshot is very hard to read, and I'm not very familiar with deployment 
on Windows, but it looks like:
 1. you are using an invalid URL - file:/// or file:/ are probably OK, but 
file:// is not
 2. you possibly have a typo - is it really geoserver_files ?
