Yes this is normal, if you have a look at :
https://docs.geoserver.org/latest/en/api/#1.0.0/security.yaml
You will see that for deleteing REST ACL rules, you need to DELETE at
/rest/security/acl/rest/{rule}
So for exemple, deleting a rule for /rest/workspaces/test/**;GET=
ROLE_AUTHENTICATED
*should* become a DELETE at
https://geoserver.******/geoserver/rest/security/acl/rest/rest/workspaces/test/**:GET
(at least from what I get in the documentation)
