That is an interesting question. First of all I am not aware of any such report - keeping in mind that GeoServer is a team effort, rather than a product, so such reports would be contributed by interested parties such as yourself invested in their use. Sometimes it can be easier to work with a service provider than getting permission to publish such a report if it has been created internally.
However I am not sure if these reports would be applicable: - From a public facing perspective GeoServer offers web services intended for use in a Desktop Application like QGIS, or a mobile or web application (built with libraries such as OpenLayers). - The administration screens provided by GeoServer are intended for administrators responsible for the configuration of these web services and should hopefully be exempt from your accessibility requirements. - If needed you can shut off the admin console entirely: https://docs.geoserver.org/main/en/user/production/config.html#disable-the-geoserver-web-administration-interface, and manage the application entire via the REST API.
