Update plugin/epsg-hsql to the 6.8 EPSG database

The EPSG 6.8 database has been released (http://www.epsg.org). This update
contains additional CRS and more information about transformation accuracy. The
later is especially interresting since Geotools rely on the transformation
accuracy in order to choose the datum shift method. The epsg-hsql plugin is
currently bundled with the EPSG 6.7 database. It should be updated to this EPSG
6.8 database.
Note that this update may requires the introduction of some new mechanism for
deleting the previous EPSG database in the temporary directory when this
database is updated.
