This is a not quite dry run, just checking that 2.1.x can be released when GeoServer needs it. It is a long time since we have had a patch release, can I ask anyone working of 2.1.0 to give this one a go?

Nice, but according JIRA, a lot of issues targeted for 2.1.1 are still not fixed. Some of them are flagged as blocker issues.

Can we ask to a volunter to push all unresolved issues to a later release, except the ones that are really a must for 2.1.1 (if any)?

2.1.x should be bug fix releases only. Consequently, I suggest to push all issues that are actually feature enhancement to the 2.3 release.
