I have been working on the 2.2.x and 2.3.x pages for some time now ...
And our RnD page is not "self organizing".

I would like to make 2.2.x and 2.3.x as children of Development, use the {excerpt} tag to mark them as stable or development And then organize those RnD pages (like FeatureList, FeatureModel, or Coverage) as children of the release in which they were worked on. This has the advantage of keeping the RnD page up to date, and provides a much better record of what is "in" each release. I will need to make a 2.0.x and 2.1.x page as well, right now those items are kind of lurking under "archive".
