I've never heard of or seen maven-metadata-local.xml before...
My understanding is:
1. 'mvn deploy' -- to upload a timestamped snapshot (currently will use
maven.geotools.fr, but later refractions.net/m2)
2. Update pom.xml version number of geoapi-nogenerics
