Looking at your list of improvements, I can't help but recognize two of the issues as being recuring, yearly issues (ever since I started developing with GT). To be blunt, it's a real pain having the project switch from stable to unstable on an iregular basis (apparently at random), which in turn adds immensley to the work required to create / test / commit bug fixes. My only request, is that if we re-open this can of worms for Nth time, lets get the major project sponsors to sign onto the plan (TOPP, RR). The basic goal here would be to align, and communicate our goals as a project to our major contributors (and vise versa), because as a project it really doesn't make sense to try and be stable when a group of developers are funded to do some major development (this has already happened too). 
 
I'm not trying to disuade you from looking at the issues, just trying to bring forward some of my observations from the past.

needed a PMC to work through several issues during todays meeting.

- lack of a stable geotools release for GeoServer and uDig releases
going out this week
- no progress on OSGEO incubation

There were a number of other good ideas ventured in IRC on how we can
improve GeoTools...
- post the IRC logs to email
- regular release cycle
- more of a focus on quality, possible stable and unstable release
