Jody,

Can you detail a bit about what this "Despot" role entails?  As project
mentor I need to acertain that the project governance is operating in a
documented and agreed upon manner.  A despot role might be fine as long as
it is approved by the PMC and has fairly clear documented parameters.

In fact, one thing that OSGeo incubation requires is a PMC member who would
be responsible for reporting to the board on project status, and who would
hold the title "OSGeo Vice President Geotools" though it does not need to
have any special authority over the project other than that the person should
serve on the PMC.

Some (most?) other projects essentially have a PMC Chair who serves this role.
