Hi Andrea; sent email on this a few weeks ago (when I was timing 
testing). Right now we have the situation where people are doing a quick 
"mvn -Dmaven.test.skip=true install" before committing. That is *just* 
confirming that maven can build the same as eclipse...

So 5 seconds was about the cut-off time per plug-in that we could expect 
people to *actually* run before committing.
For the continuous build it is a negotiation with Justin, perhaps he can 
let people have a 30 seconds... or 9 mins total?
For the nightly builds we should be able to break out things like the 30 
min WFS tests; and look at around a two hour build?
