Adrian,

I don't believe this is part of our legal charter, but even if it were
we could still change it.  So it isn't that firm a binding (as I understand
it).  On reflection, I think the firmest way of binding the foundation in
this regard would be a contract though I don't know how easily the board
could be sold on this idea.

This is the intent, and since the foundation can dissolve and reconstitute
a PSC if it wishes, there isn't much point in trying to make this a firmer
rule.

In theory by the next meeting.  In practice I think it will be hard to
bring this to resolution till January.
