Hey All,

I'm punting on the effort to create a Copyright Assignment Proposal
document so if anyone cares to take over you are welcome. 

The current status seems to be:

1) A number of geotools contributors are interested to assign their
copyright to OSGeo. They plan to persuade the general community to join
them so as to get a copy of essentially all the Geotools code base under
the copyright of OSGeo. This would enable OSGeo to represent the
interests of the project legally and to re-license the code as needed.

2) OSGeo has a document:

3) I've submitted a counter proposal to an earlier version of that text
circumventing the issues that concern me. Frank Warmerdam is currently
raising his concerns to my text (presumably on behalf of OSGeo). 


This email is to let everyone know that I've spend as much work on this
effort as I feel comfortable expending so I plan to take a several month
break from this work.


The future path is unclear. Somehow a text which will entice geotools
contributors to sign must emerge but I'm not sure how we will obtain
such a text. I suspect that the only efficient process will require a
collaboration between any interested contributors, a representative of
OSGeo with the power to decide on behalf of the foundation, and a lawyer
who understands the legal landscape.
