better label in polygon placement

Currently geotools uses the centroid of the intersection of the polygon and
bbox envelope for label placement, and does not render the label when it
(partly) falls outside of the bbox. This allows for polygons being visible in
the bbox, and the label would fit inside that part, however is not rendered. It
would be better to change the algorithm so that it tries to fit the label's
envelope rectangle in the visible part of the polygon, maybe with a bias
towards positions that are close to the centroid.
